Public Hearing Testimony before the New Jersey Division on Civil Rights and New Jersey Coalition Against Sexual Assault

On September 24, 2019, Kirsten Scheurer Branigan, Esq. was part of a group that testified before the New Jersey Division on Civil Rights (DCR) and the New Jersey Coalition Against Sexual Assault (NJCASA) during the second of three public hearings on sexual harassment.

The DCR and NJCASA hosted these hearings to address sexual harassment in employment, housing, and places of public accommodation in New Jersey. The hearings: (1) create a record of why action is needed to combat sexual harassment in the workplace and in housing in New Jersey; (2) allow victims to be heard; and (3) allow experts from various fields (i.e., labor unions, advocacy organizations, the law, academia, community organizations, businesses, etc.) to share information regarding the scope of the problem, what can be done to address it, and best practices.

Following the hearings, the DCR, NJCASA and Rutgers Law International Human Rights Clinic will prepare a report with comprehensive policy recommendations to achieve real change. During her testimony, Ms. Branigan made recommendations for the passage of statutory and regulatory guidance to help ensure effective workplace investigations and eradicate sexual harassment.
